The Internal Affairs Unit (IAU) of the Employees’ Trust Fund Board (ETFB) was established as part of the Government’s commitment to strengthening integrity, transparency, accountability, and good governance within public institutions. The establishment of Internal Affairs Units across the public sector has been encouraged by the Presidential Secretariat and the Commission to Investigate Allegations of Bribery or Corruption (CIABOC) as a key measure under the national anti-corruption framework.
In line with these national initiatives, the ETFB established the Internal Affairs Unit to serve as an institutional mechanism for preventing, detecting, and addressing misconduct, corruption, fraud, abuse of authority, conflicts of interest, and other unethical practices that may adversely affect the organization and its stakeholders.
The Unit functions as a focal point for receiving complaints and information relating to irregularities within the organization and facilitates the examination and investigation of such matters in accordance with applicable laws, regulations, and established procedures. It also supports the implementation of anti-corruption policies, promotes ethical conduct among employees, and contributes to the development of a culture of integrity throughout the organization.
By fostering accountability and transparency, the Internal Affairs Unit plays a vital role in supporting the objectives of the Presidential Secretariat, CIABOC, and the ETFB in ensuring that public resources are managed responsibly and that public confidence in the institution is maintained and enhanced.
The key objectives of the Internal Affairs Unit are:
· To maintain and promote the highest standards of integrity and ethical conduct within the ETFB.
· To receive and assess complaints, grievances, and information relating to misconduct, corruption, fraud, and other irregularities.
· To facilitate and coordinate inquiries and investigations in accordance with established procedures.
· To recommend appropriate corrective, preventive, and disciplinary measures where necessary.
· To safeguard organizational resources and reputation by identifying and mitigating risks associated with misconduct.
· To strengthen internal controls and governance mechanisms through continuous monitoring and reporting.
· To provide a secure and confidential channel for reporting concerns and wrongdoin
The Internal Affairs Unit comprises officers appointed by the management of the ETFB to ensure the effective discharge of its responsibilities.
