PROCUREMENT NOTICE
Procurement of Goods National Competitive Bidding (NCB)

SUPPLYING OF UNIFORM MATERIALS FOR THE ETF BOARD IFB NO. : ETF/PROC/A/2023/037

Chairman, Department Procurement Committee on behalf of Employees’ Trust Fund Board, invites sealed bids from eligible bidders for supplying of Trouser & Shirt Materials, Shirts, Saree, T-Shirt and Shoes for the Uniforms in the ETF Board for the year 2024.

Item No. 1 – Trouser Materials: 2308 meters
Fabric Composition : Polyester 65% / Cotton 35%
Colour : Black, Ash, Dark blue or similar, shall be selected from the submitted samples
Samples                    : Samples of materials that offers shall submit along with the bids
(A length of 2.0 meters of each quoted material shall be submitted as samples)

Item No. 2 – Ready Made Shirts – Long Sleeves / Short Sleeves & Fabric of same material
Ready Made Shirts          : Long Sleeves – 1200Nos./ ShortSleeves – 200 Nos.
Fabric of same material  : 648 meters
Designs                               : Slim Fit & Regular
Sizes                                    : 14, 14 ½, 15, 15 ½, 16, 16 ½, 17, 17 ½, 18 etc.
Fabric composition –        : Polyester 65%/ Cotton 35%
Colour                                 : Preferably plain or light colour designs and suitable for office wear.
Sample      : Shirts of that offers shall submit along with bids 

  • of complete stitched Shirts of each quoted shall submit as samples)

Item No.3 – Saree designed with Blouse piece.
Quantity                             :   1728 Nos.
                                                (Length of each Saree shall be 7 meters including 01 meter
                                                  Blouse Piece with 45” width)
Design &colour: The Saree shall be designed with head piece, Border & Blouse
Also attention shall pay for other designs and Colour
Sample                                : Saree that offers shall submit along with bids
of Full Saree of each quoted shall submit as samples)

Item No. 4 – T Shirts
Quantity                              :  956 Nos.
             Type of Material                 : Single Jersey variation or pique
                                                            With embroidery ETF name & Logo
              Fabric composition            :  Polyester 65% / Cotton 30% / Spandex 5%
              Colour                                 :  Maroon, Grey, Dark Blue or similar
              Sample                                       : Please submit samples with the bid document
(03 nos. of full complete T Shirts of each quoted shall submit as samples)

Item No. 5 – Shoes (For Males) –   135 pairs
Type   : Leather, without lace, suitable for Office wear
Colour      : Black
Design      : shall be selected from submitted samples.
(Samples of each material shall be furnished with the bid for each price quoted)

  1. Bidding will be conducted through National Competitive Bidding (NCB).

  2. Bidders shall be allowed to quote one or more items and items comparison, evaluation of Bids and Award of Contract shall be made on the basis of a single item.
  1. Interested eligible bidders may obtain further information from Procurement Section Tel: 011-7747236/011-2806198 and inspect the Bidding Documents at the Procurement Section, 23rd Floor, Mehewara Piyesa, Colombo 5 from 9:00 am to 3:00 pm on working days until 15thJune 2023.
  1. A complete set of Bidding Document in English language may be purchased by interested Bidders on the submission of a written application to the address below from 25th May 2023 to 15thJune 2023 from 9:00 am to 2:30 pm on working days, and upon payment of a non-refundable fee of LKR 6000.00 (Six thousand only) for the document. The method of payment will be in cash at the Employees’ Trust Fund Board, Procurement Section, 23rd Floor, Mehewara Piyesa, Colombo 5.
  1. Pre-bid meeting will be held at 10.30 a.m. on 1st June 2023 at Employees’ Trust Fund Board, Meeting Room, 1st Floor, 44/5, Narahenpita Road, Nawala.
  1. Bids must be delivered to the address below on or before 16th June 2023 at 10.30 a.m. and late bids will not be accepted. Bids will be opened soon after closing of bids at Procurement Section, 23rd Floor, Mehewara Piyesa building, Narahenpita, Colombo 5. Bidders or their authorized representatives are requested to be present at the opening of bids. “Supplying of Uniform Materials 2024” should be written on top left hand corner of the envelope. 
  1. All bids shall be accompanied by a Bid Security obtained from any Commercial Bank approved by the Central Bank of Sri Lanka. The amount of the Bid Security values and validity dates are stated in the above table. The validity of bid Security shall be from the date of Bids opening and it should be in favor to Employees’ Trust Fund Board.
